The Security and Preparedness Unit has tasks that span the entire security and crisis preparedness area, with the exception of IT and information security. The unit primarily works strategically and serves as the municipality's knowledge center in security and preparedness areas.

Currently, the unit consists of a security manager, deputy security manager, and strategists in preparedness, security, and crime prevention.

The Security and Preparedness Unit supports the municipality's operations in addressing issues related to security, crime prevention, safety, crisis preparedness, and civil defense through advice and expertise, as well as working on overarching strategic issues within these areas.

JOB RESPONSIBILITIES

As a preparedness strategist, you will be one of four colleagues driving the municipality's work to create resilience and the ability to handle events ranging from minor crises to natural disasters and heightened preparedness. A certain division of labor will occur as we need to work both broadly and strategically, as well as more operationally with the municipality's various sectors. Although the work is primarily strategic, there will occasionally be tasks of a more operational nature. You will also conduct internal training and workshops within your area of expertise.

Within the preparedness area, you will find areas such as security protection, continuity management, risk and vulnerability analyses, civil defense, climate adaptation, procurement, contracts, and much more.

A very important part of the assignment will be collaboration, coordination, networks, and advice both internally and externally. We emphasize the word coordinate as desired effects can only be achieved in collaboration with other actors.

The position places high demands on the ability to lead and drive complex tasks; you need to be able to move freely between different perspectives from the small and simple to the large and complex. You need to have a very good ability for strategic work and be able to juggle many tasks as the work varies in pace and is changeable, especially considering the current global situation.

In the Security and Preparedness Unit, trust-based leadership is fully applied, which means you are given great freedom and responsibility to plan and organize your tasks. QUALIFICATIONS

Formal Competencies

We are looking for someone who has a suitable university/college education for the assignment, such as political science with a focus on crisis preparedness, sociology with a focus on risk and crisis, international crisis and conflict management, or other education/work experience deemed equivalent by the employer.

You have a very good ability to express yourself both verbally and in writing in Swedish and can adapt the message to the intended target group, as well as experience working in the Office suite and handling various technical systems.

It is an advantage if you also have experience in the following:

• Work with preparedness and civil defense issues
• Work with supply logistics within the preparedness area
• Previous employment in a municipality and/or public administration
• Knowledge in security protection (training/certifications and similar)
• Knowledge in signal protection (training/certifications and similar)

Swedish citizenship is required as the position is classified in a security class, and a security review with a background check will be conducted before employment.

Service in the municipality's crisis management function will be included.

Service in the municipality's preparedness organization (official on standby TiB) may be included.
